I applied to Canada in 2015 and back then I also attempted IELTS , Long story short I got accepted in university but I was not able to attend classes due to personal reasons so I decided to get myself enroll in my homeland university. I am currently a third year student of engineering, this year I applied to York university and got accepted ,have acceptance letter in hand and they also exempted me from taking IELTS or any English proficiency test. As I am going to apply for visa now do I have to take IELTS again only for it ? I m buzzing my head over this issue. Also I consulted a consultant who work in an embassy and she said that IELTS is requirement of university but not visa. So what should I do?

Since the University exempted you from submitting an IELTS result for securing your admission, if English isn't your country's first language or your previous or recent education isn't done/offered in English then you have to email your school to give you a "waiver letter" but if your education is/was in English, submit your transcript or any document showing your did your studies in English language
But if you still choose to write an IELTS exams for curiosity sake, then you shouldn't score nothing less than 6.5 overall
