IF in a semester there r four courses....and fail in one course will cause to appear in exams of all courses right?

Got it. If it's a single exam for all couses - why not?
I don't think this example is relevant to IELTS exam though

I think 1 semester is the single exam of all courses right?
I think all exams r same....after all exams r exams......subject can be different but is one only success.....right?

But the rule and requirement set by CIC regarding IELTS is that you MUST score a "6" or above in ALL four sections to be eligible. You can debate that idea all you want - nothing will change.
Just accept the rule and study harder on your weaknesses.
Since "9" is the maximum score - scoring a "6" shouldn't be that difficult if you studied/practiced.
