I am going to activate my IEC Working Holiday from within Canada. Will the officer at the border ask for my return flight ticket?
I have also applied for PR under EE recently.

Already answered this in your other thread - no, they can ask for proof of funds to cover a flight home, they don't need a flight booked.
Just to clarify, you have to leave the country, you cannot do this inland.

to clarify the OP can flagpole at a land border by getting an admin refusal at the US side and returning to the Canadian side for CBSA to activate the IEC permit.
