I'm not completely knowledgable on marriage cultures in your country, but as far as I know, changing your last name after marriage is a choice, not an obligation.
Is it customary for women to take their husband's last names after marriage?
If so, the immigration office might be wanting some clarification because they are not good at dealing with anomalies.
And if the immigration office wants an explanation, I would suggest giving them an honest explanation.
You can tell them it was a personal choice the two of you made together (unless, of course, there is another reason).

There is no harm in changing name in fact its a personal choice. You can just explain them know why you didn't change it. My wife didn't change it because she has degree, passport and our case is in process how could we think about changing the name. Yes we have plan to change her name once we sort out our all these issues. Plus there is no option of another name in the form so, we could write down.
It's not sompulsory to change Name on ID card, and passport after Marriag but it's good to change this will be a Strong proof or Relationship, Do onething ask you wife to go NADRA OFFICE in the City she is residing in paksitan, Sub forms for OVERSEAS enligh ID with your name just need NIKAH NAMA and you Computerised OverSease ID if you are Canadian Passort holder or Computerised Passport copy if pakistani passport holder, i will take couple of days to get new ID with your name on ur Wife ID, if you apply on Urgent Basis
