I have just been refused a work permit whilst applying for my 2nd working holiday visa to Canada.
I am a British citizen and have previously entered Canada on a working holiday visa from 2014 to 2015 for the one year granted. Which was the last year of the one year visas available.The Cic website states that
"If you participated in IEC before 2015 for a period of up to 12 months, you are eligible for a second participation of up to 24 months"
The only reason they gave for refusing was
"As you have previously participated in the IEC program in 2015, you have used your maximum number of participations"
Have they got this wrong? As I entered in 2014 on the last remaining one year working holiday visas before they changed to two years under the IEC. Any advice on who to contact would be greatly appreciated

It's the wording participated that I'm unsure on.
I applied in 2013 and then could only enter the country in 2014 after it had been processed. I'm unsure as to why anyone entering on the last year of one year IEC WH visa should be discriminated against?
