Thank you so much for your response. i am the Sponsor, im a 68 yo Canadian citizen, im currently on a holiday here in the Philippines. The Principal Applicant is my wife from the Philippines. we applied for an outland conjugal application. In that sense i think i need to be in Canada to request for GCMS notes.
This is too complicated. I cant even link my cic to my application. I hope things are easier.
Where you are physically located doesn't matter for the notes. You can order them from anywhere as a Canadian. Your wife does not have residency in Canada yet. That means you have to use the Access to Information Act, and not the Privacy Act link.

To be able to make a request under the Privacy Act, both the Principal Applicant and the Sponsor must reside in Canada. You can make the request from anywhere, but if the sponsor and PA are not living in Canada, they will refuse it.
If the PA is not a temporary resident of Canada, you can make the same request under the Access to Information Act: http://www.cic.gc.ca/english/department/atip/requests-atip.asp . To do this, you will have to pay $5 and submit proof of payment. Paying the fees can be done here; http://www.cic.gc.ca/english/information/fees/index.asp .
You should fill out and supply the consent form as well when you request the notes, so you can see all of the information in one file.
