Sir , i want to sponsor my nephew to Canada , he is 21 years old and have education degree of BS Computer Science . Sir please tell me that
1) can i sponsor him or not ?
2) if i can sponsor what is procedure?

You can look at the Foreign Skilled Worker or Provincial Nominee Program sections of this forum. People here applied for family sponsorship so they wouldn't know much about other kinds of immigration.
I think (correct me if I'm wrong) you can sponsor a family member who is over 19 if you have no parents, no spouse or common law partner, no children, no one else you can sponsor to Canada (because if your parents/spouse/kids are alive you could sponsor them to Canada, so you can't pass over your parents/spouse/kids and sponsor a nephew instead), and no existing relatives in Canada.

You are correct. But existing relatives cannot be Canadian / PR either. Meaning if you have relatives who are PR/Canadian/registered aboriginal but not living in Canada, you still cannot sponsor nephew.
