Hi

If both of his parents are deceased, yes, you can sponsor him. You must apply before his 18th birthday.

Does he have any older brothers or sisters? Are they married?

Completely irrelevant as to whether OP can sponsor him or not.

In case OP is not aware note the processing time is currently 22 months for applications generated from within the country so best get on with the application as soon as possible.

If his older sibling has custody over his nephew it is relavent.

If his nephew has a half brother/sister under 18 with a living parent who has custody of his nephew through marriage it is relavent.
