I really need some help

My brother visa application was refuse.
*Travel history
* Not enough money for his trip
* No asset
He never travel outside Jamaica. He provide his bank statement with over $300,000 JMN valued over 3,000 CDN . He also own a business which he provide prove that he has a business. When can he reapply?

Does he have any other assets he can show? Property he owns? Other bank accounts?

No property but he as another bank bank account

My brother is the one taking care of our dad. He is now wheel chair bound he fell and broke his hip February 2014 and from then he had to go by my brother to live. Is that something to prove that he will go back to his country?
