As the child was not declared, she is excluded and you cannot sponsor her. You could attempt H&C by claiming that you didn't know that the child existed when you immigrated but chances of approval are very low.
Unfortunately, that is not relevant. There are Regulations that cover this situation in Canada and it doesn't matter what the reason is for leaving the child out of the application.
Consult with a qualified immigration lawyer, not a consultant, to get legal advice on your limited options.
Are you married? If so, I wonder if there is the remote possibility that your spouse could adopt the child legally and then sponsor.
I have no idea what the chances are but the mother clearly doesn't want the child. It's just a thought....
