It’s the letter they issue after they stamped your passport. The letter says “Bring this letter of introduction with you to Canada. It has information that may be used by the Canada Border Services Agency to issue your permit.”
Im not sure if it applies to all like student, work permit etc.

some times they dont update the GCKEY account, my case they simply send email ready for stamp. but GC key shows still eligibility check not complete? but PR tracker shows all completed.

No , I submitted on 29th May. as per 21days count..I supposed to get 19th June. any updates from you ,normally VFS send SMS around 8pm

No need , Visa stamp is important to enter canada.

Also, I believe the letter is sent along with the passport once it is stamped.
