I got Passport Request PPR before RPRF (PR fee)

Hi,
I received an email titled "Ready for Visa" in my inbox. It said that I have to submit my passport via vfs.
My questions are
1. I have not paid my Right to PR fee RPRF, so how come I got PPR before hand ?
2. I did not receive any email regarding paying my RPRF. Can I pay my RPRF without request ?
3. Will they reject application because of non payment of RPRF ?

I have sent my passport because there was a deadline of 30 days. It is being process in Visa office since 3 days without any update.

I've read before that if you haven't paid it, there's a link in the PPR email for you to pay it.

On a more serious note, you should call up the IRCC call center to sort this out as this may create a problem in the future.

I checked email again but there is no link to pay fees, nor there is mention of non payment of fees.

I received ITA in first week of december 2016. Submitted my file on 16th March 2017. Got PPR one week before.

On a more serious note, you should call up the IRCC call center to sort this out as this may create a problem in the future.

If they dont ask for fees, there will be definitely a party. But my guess is they will ask eventually and it will lead to delay in approval.

Thank you for your reply. How do I pay it without requesting? I did not receive any link nor there is any message in MyCic account.
In their online payment service , they do not ask about my file number then how would they know that payment is done ?
