thanks mrforce, gladaki and lps, http://www.cic.gc.ca/english/resources/manuals/bulletins/2013/ob554.asp, this note on the gazzete gives me some relief, looks like they are going to review applications received before nov 9th with the old rule, even when imm5609 says changes will affect all the applications...nothing else to do but to wait and trust in God, finger crossing and praying...
I'm not sure where IMM5609 says that, but you are probably referring to:
"Applications will be processed according to the rules and regulations in effect at the time they are received. Rules and regulations may change at any time; changes may be applied to applications which have already been received."
Basically, they reserve the right to announce new rules that affect applications that were already received. But as a general principle, applications are assessed according to the rules in effect when they were received.

As we all know that cic had changed rule on 9th of November. Don't get me wrong but according to me cic will consider only those applications which were received before 9th of November. That means your application must have stamped in to cic office before 9th of November no mater when have you sent..... ???
Now, sharma 1987, in your case, You have sent your application on November 8th but your application will receive on 14th which will be considered as your application received date. I had sent my application on 4th April but it was received by cic on 8th April which shows as my application received date and when they start working on our application. Now I am not sure whether they are going to accept all the applications which were sent before 9th November. Hopefully they accept your application. But you can wait until the AOR comes as they will reject the application before start processing if you are not eligible. Again this is my thinking I may be wrong. But in everyone's case it shows the application received date not application set date. :-X
