I applied for my PR in Nov, 2019 and currently holding a valid employer specific WP valid until Feb, 2022. I want to get an open work permit. Based on my situation, can I go for an open work permit? Will this be a bridging work permit?

Unfortunately you do not qualify for a Bridging Open Work Permit at this time. You will need to wait until you have less than four months remaining on your current work permit. So this means you will qualify to apply sometime in October.
