how to understand my file transfered from nova Scotia Sydney to ottawa

I have also got the email stating that my file has been transferred to CPC-Ottawa for further review.

I don't understand this as my file is there only since last 18 months.

They have asked Schedule A again. I have submitted the same before Five months back.

It says newly completed schedule A bearing original signature.

I am worried I don't understand it is positive or negative. Any body else has same experience please help.
