I got job offer and offer letter from canada for three year work permit, Please any one can advise me how to start LMO process for work permit. Any one can suggest good consultancy in Dubai for LMO. process.

"You" don't start the LMO process. That is your potential employers responsibility.

My employer sent me only offer letter, now he is saying you hire the consultant, what ever documents will require we will provide you. can consult help to get LMO?
I spoken to one of consultant, he advised me to apply for PR in spite of temporary work permit. since LMO will take longer time, but as per the CIC website its only 6 week process.

which one will be the faster temporary work permit or PR?

It is very important that your employer takes the task of filing the LMO. Consultants might just help the employer to file it (Form filling work or recommend the best practices for getting +ve LMO). Service Canada will contact only your employer(neither you nor the consultant) multiple times and employer should be able to convince the officer why is he hiring a foreign candidate instead of Canadian or a PR candidate.
If you are applying for PR from outside Canada, a positive LMO is mandate for which again your employer has to put effort. So there is no by passing LMO.

LMO in both the cases will take some where around 8 -12 weeks. Temporary work permit will take around around 2 to 4 months based on your native country. PR might take 11 months if applied under FSW(with offer letter).

Could you share your native country, NOC and your employers province ?

Means according to you, consultant will not play any role in the LMO. He might only coordinate with employer. documents and other things has to be done by employer only.

Correct. Your employer is the one who must obtain the approved LMO and must provide all of the documents. The employer is also the one who must advertise the job to meet the advertising requirements for the LMO. If your employer isn't willing to participate in the LMO process - then the LMO has no chance of being approved.
