I have applied in Ma 2008. At that time the new rule for accepting only 38 applications was settled Unfortunately, I was unaware. now how can I refund my money? What is the process? and is it possible at all?
 
First of all the question is unclear!!

If you did not get reply (AOR #) from CIC, best way forward would be to WITHDRAW your application. You may get refund with in 3 months of withdraw application.
You can then reapply.
