how to read these Notes from the Visa Officer

Hello all, on behalf of my best friend whom applied and got denied student visa , I need to know how we read these 47 pages of notes?? where do I start? what is the most important part here? bottom of the pages there is "NOTES 1/ 2/ 3 ETC " ARE THOSE THE points that we should be looking at and addressing?

Read them all because valuable information can be found throughout. That being said, the comments near the end of the file are the most valuable.

That is what I mean, there are too many pages/ comments/ blurbs here and there so I was not sure as to where to look..so most valuable is the notes near the last pages then? So address those point by point ..

I did , but the only page that makes sense of the entire document, is really the Note 1 .. the rest is just repetitive info...
