1. Do we include any covering letter? Any samples
2. Is there a recommended way to file all the documents? Can we tag, index them? Any samples/suggestions?

1. You don't require a covering letter unless you wish to explain something.
2. No staples , No folders. Paperclips or Bulldog clips.

So with clips we should organize our documents. Sometimes I may have 2-3 documents which relate to the same requirement. For example copies of all degrees and certificates. If I have 7-8 of them, do I need to clip them and label them as "EDUCATION/TRAINING/QUALIFICATIONS". And possibly put an index at the beginning of what all is included. It may look more neater that way.
Plus I do need to explain a few things. So for that I will include a cover letter.

I also have to send documents to London VO. I plan to send these documents in a file having clear plastic bags/covers. Documents of each category in individual folder/bag.
What is harm to send documents in a plastic file? Or how we can organize papers to send them to VO?
