Hello! I would like to obtain a work permit, and from my research, it looks as though I need to have a valid job offer first. I am signed up for the CIC job bank, but every application I view asks if I am legally eligible to work in Canada (which I am not...until I get the work permit).

Can someone help me understand the best way to get a job offer without being eligible upfront?
