I have applied for my husband sponsorship in 2018. And my paper work went for appeal in 2019. I had my appeal conference in Jan 2020 and I was told to withdraw my application and apply again. I got the withdrawal letter from appeal division. However, I did not get any refund back and it been 2 months. When I'm going online to request refund, it is showing my application is still in process. What should I do?
If your application was denied and you appealed, it was processed and you will not get a refund.

You can send a Webform. Refunds can take many weeks or even months to be processed.

The RPRF is always refunded when the applicant doesn't become a PR.

I did. I sent it to Toronto and they said my file is still in UK. So I sent the webform to UK one and it been a month. And no reply

I can't apply again until I receive the refund and the letter from them right? I only got withdrawal letter from appeal division but nothing from immigration

You can apply once your app is withdrawn. You just need to pay the fees again.
