How do I send a prepaid envelope to CPC for Canadian PR Visa from USA? I have approached FEDEX/UPS/USPS and none of them would provide a shipping label on return service for international shipments. Please advise?

Does CPC drop it off to fedex location or does it need to be picked up by fedex from CPC? I am having tough time figuring this out.
