I read your message wrong. Yep, its easy to get for SG from overseas. Follow the instructions on the link PMM gave. It takes about 2 weeks on their side so you have to build in time for postal service.
For getting the PCC you need to send the follwing to Singapore police.
1. Passport photocopies for proof of duration of stay in Singapore (I had sent only the relevant pages along with the first and last pages)
2. Photographs (2 passport size)
3. Filled CNCC application form (www.spf.gov.sg/faqs/doc/cnccform.pdf )
4. A set of finger print impressions from the local finger print extert. ( I had obtained the same from the finger print bureau of Kerala, which is at Cochin. SPF site says they have forms for having the finger prints. But the cochin bureau had one standard format and it was all fine.)
5. You need to send a Documentary proof from the immigration authority requiring the certificate. ( I had send a print of the mail which I received from CIO Niova Scotia for this puirpose)
6. Bank Draft in Singapore dollars for S$50.00 payable to 'Head Criminal Records CID' payable at Singapore. (You can get the same from Axis bank, ICICI bank, HDFC bank etc.)
If you have a copy of your workpermit card, send that along as an additional support document. ( I had one photocopy with me). It took for me about 1 month to receive the CNCC certificate.
