I have finished my studies in Canada and have got a 1-year Post Graduate Work Permit (PGWP).
I also have a full-time job offer in Canada, but my employer is not providing me with LMIA number.

Can I still get points for job offer without LMIA?

No - you can't.

You need an approved LMIA since you are on an open work permit.

My employer says that they only approve LMIA if the candidate has applied for a job from outside Canada.
Is that true? Or I can still ask them to approve LMIA ?

No - this isn't true. They can still try to obtain an approved LMIA for your role.

spot let me tell u something... when company applies for LMIA.. a lot fo scrutiny is done.. questions like why not Canadian citizen.. why not an already PR guy.... and questions like these can sometimes put a company in bad light... so many companies avoid
