We got one upon landing at the airport. Explained our situation to the primary immigration officer and they sent us to secondary inspection. As a Canadian citizen, they prioritized us to the front of the line and the attending officer reviewed our documents (we had all the drafts and checklists prepared with supporting documents in hand). They printed up the pretty looking visitor record soon after.
I see from your other thread that you are an Outland applicant. I am not even sure if you need one. US citizens are given 6 months to stay and can reenter Canada at ease provided you carry your AOR and give an indication upon entry that you will not overstay.
Although I must say, this visitor record has been great. We were even able to apply for a driver's license with it.

Having a VR does not guarantee you re-entry to Canada anymore than not having one. Also, people generally don't ask for VRs, so if you do ask, it may draw more scrutiny.
