How to get a family member immigrate to Canada

I am a Canada PR. A family member wants to immigrate to Canada and work here. I am figuring out options on which is the fastest way to get him here. As of now I see two options but I am not sure which would be allow faster processing. The options are:

1. Express Entry application (The applicant applies from home country)
2. I sponser the applicaton from here.

I would request forum members to advise. Thank you.

Note: As of now the applicant does not have a job offer so he is getting a very low score for express applications.
