This is the same problem for many here being a single earner in the family.
Reality is that Canada's job market is not like in US which gets the recruitment done via phone. Many require inperson interview and references etc while comparing to US market.
Option1: Move your job to border city in US and then commute. The safest and in fact easiest while comparing to job hunt( and the salary) in Canada.
I too chose/tried this option due to same problem. I am the only one works in the family.
Optinon2: Get a Canadian phone number and start applying and be ready to visit the location for the interviews and try to get the job.
Option3: If above options did not work then just move with enough money to survive for 6-12 months.

Option 1 listed above is best.
Also, few simple tips:
- Mention on top of resume that you are PR holder
- Mention how soon you can join e.g., 1- 2 weeks
- Apart from job portals, apply via Career pages of some well know employers e.g., Banks, retail giants etc.
- Reach out to folks on Linked in and ask them to refer you in their org.

I doubt you will be allowed to cross the border to Canada just for an interview. But as PR you are allowed to move to Canada permanently. The best approach will be to move here and search for a job. Very few employers will take you seriously if you are not available for face to face interview. You may also move to Canada and continue working for a US employer( if possible in your case).
HArimohan he is a PR. How come he enter Canada without showing PR card? It's a must. He must be having some foreign passport ( Not Canadian). How a person just holding a foreign passport enter Canada without actually showing the PR card? I was advised by same by a CIC agent ,but she had no clue what PR is. She assumed I have a PR card and a Canadian passport both ( Which was a stupid thing on he part to assume as you cant have both at same time). When categorically told her she accepted her mistake.

Via road one can travel without PR card. The non-Canadian passport along with COPR would be enough. Many traveled to US and returned while waiting for PR card. PR card is only needed when boarding any commercial transportation such as bus, plane etc. https://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=064&top=10
