My spouse is coming to Canada through visitor visa. Is there any chance to convert into dependent visa by providing medical report in Toronto airport? Please advise

Thank you so much..Suppose If I apply spouse open work permit within Canada but my work permit will be ended on Aug 25th 2022 however my company will do extend on my work permit in July month . If I apply SOPW based on my current work permit then whether are they approve or reject ? Please advise? Is there any other way to get SOPW?
