Can visitor visa converted to dependent visa after march 19 changes ? I’m post graduate student who is coming to canada in may and wanted to bring my spouse with me to canada but as per march 19 changes PG students can’t apply for SOWP so I can bring her in visitor visa and convert into spouse visa in canada?

With the changes, your spouse is not eligible even if she is in Canada. You cannot convert a visa and there is no such thing as a dependant visa. So if you are not a Masters or PhD student, she is not eligible for SOWP. She can come as a visitor and stay up to 6 months.

At this time, yes. You need to be eligible for PGWP, have a job and 3 pay stubs. Again, rules may change for PGWP holders too given yesterday’s announcement to limit the number of temporary residents coming to Canada. Does she have an approved visitor visa?
