I received a refusal letter with the reason of insufficient NOC duties. I want to send reconsideration letter to program manager to london visa office along with explained proofs.
Please guide me how to contact program manager, how and in how many days.?

When you get a rejection letter due to job duties mismatch with NOC, it is highly unlikely that they will re consider unless you have a new letter from your employer stating job duties viz a viz HRSDC duties list (http://www5.hrsdc.gc.ca/NOC/English/NOC/2011/Welcome.aspx).
Otherwise it will not help. So write a re consideration letter with powerful evidences.

I appreciate your precious advice. I am doing for it. But one confusion is that is it right to write a new experience letter or employer should write a new letter elaborating duties in form of NOC duties.

date is 25th April 2012. they have also sent me educational degrees back.
Can I send email only to program manager with scanned copy of new employer letter.
Or I should send postal letter along with educational degrees again.

Honestly, we don't know that VO will accept your letter or not. It all depends upon the way you present your case & its authenticity. Many of my friends did submit this letter & it got accepted but I am sure that there new evidences were quire powerful to neglect.
I suggest that you should consult some solicitors in this regard - face-to-face to explore your options.
