Can one complete landing formalities and then return to home country after a couple of weeks after activating the PR. As it may be difficult to immediately secure a job in Canada. How can one get the PR cards issued if one returns anyway out?

Yes, you can do that. PR cards are sent to an address only within Canada. You can provide a trusted friend's or relative's address. They can courier the PR card to you.
