Note: can i leave it blank? as in my job offer letter duration has not been mentioned since I will have a permanent job and I am also a provincial nominee.
Moreover, in my job offer letter the expected date to start is March 2015 or upon the working visa approval has mentioned. but there is no end of contract stated.

I don't believe you will be able to validate the page if you leave that section blank. Based on Guide 5487 - Applying for a Work Permit outside Canada: Question 5 "Note: A work permit cannot be issued for a duration that is longer than the validity of your passport." What I did in my case was to use my passport expiry date as the End/To date for duration of expected employment.
