How soon can you apply for Visa?

For Fall/September admission, I received admission offer on March 3rd and will need to apply for CAQ now. Assuming I get it in April itself, how soon can I apply for Visa? For U.S., like you cant apply more than 3 months in advance. For Canada is there any issue like that?

Also does applying early has any +ve/-ve impact on visa decision?

Yes it is always a good thing to apply in advance. Check CIC website, and yes you can apply as soon as your all documnets are ready.
