I am an Indian Citizen living in US for more than 5 years.
I received a Police Clearance Certificate from an Indian Consulate in US about 3 years ago. Can I use the same certificate now as I have not lived in India for the past 3 years?
I understand that I need get a Police Clearance certificate from FBI in US as well.

Well, I have a doubt now for Indian Police Clearance Certificate.
I have obtained Indian PCC on 30th July 2015 from Indian Embassy in Bahrain.
However, I was on a short visit to India for 3 weeks in Aug-September 2015 and now I am back.
Now, is this Indian PCC still valid? or do I need to obtain a new one?
Has there been any change in the requirement of PCC?

I believe that your PCC is valid till you go back to India and live there for more than 6 months in a row. That is my interpretation of the CIC rule.
Others believe that you need a revised PCC if you've lived in India for even 1 hour (that's an exaggeration but you get the point) after getting the PCC.
Even though it is patently silly, most people wouldn't want to risk this aspect of their application so they'd choose to follow the latter conclusion and get a new PCC. Your call.
