I am yet to apply for express entry(waiting on educational credential assesment). However, I would like to know about the police clearance certificate. I moved from India to the US in 2013 . I am still an Indian citizen. so should I get the police clearance certificate from the Indian embassy or FBI?
I would work on getting the PCC now if I were you, because it takes months for them to arrive (I think processing time for FBI certificate is 12-16 weeks). I ordered mine November 7th 2016, got ITA on December 22nd and received it around January 17th 2017.
My PCC for Switzerland (where I'm from) only took 2 weeks, not sure how long it would be for India.
No hesitation, get it done now! Especially for the USA. If you read around the forum here, people are waiting for 6 weeks for their packages to be even opened by the FBI even after it's received.

Actually it's super fast because it was 2 weeks between the day I shipped the form from Canadian West Coast (without tracking even lol) to the day that I received the certificate from Switzerland (letter also without tracking). It probably took one day for them to issue it, but shipping back and forth was the rest lol

Thank you for all ur responses. So I'll start work on getting the PCC ASAP. Is it enough if the primary applicant gets the clearance or do i need to do the same for my spouse and children too (2 kids below 12 yrs of age)
