Please advise if i will be able to carry cash of 5000 CAD as a student and 5000 CAD in my Master Card.
Will I have to declare anything at the immigration check point I am carrying exactly 10,000$.

If you want to satisfy the legal requirements of both India and Canada then my advise carry CAD 4000 in cash(equivalent to USD 3000) + CAD 6000 in forex card.

I paid my gic and tuition fees already and will be travelling to canada 1 month before my classes what should u suggest how much money i should carry with me while travelling (cash plus forex card).

To repeat what is already quoted the max amount that you can carry in cash according to the RBI circular is 3000 USD or equivalent. The CBSA requires that you declare anything above 10000 CAD and may ask you to prove that you have right to the funds as well as it's source. So IMO stay well within this limit or be ready for a long wait at the POE.
Cost of living in Canada varies from one province to another and also from city to city in a single province. Typical cost of living will be 900-1200 CAD per month including rent utilities mobile bills bus pass food provision etc. So your guess is good as mine . My tip always have an X amount as backup. Goodluck

I m not supposed to carry huge amount with me as u said be in limits and u also stated minimum amount required so i will make a balance of it.
