How long would it take to process a new PCC through BLS-Toronto?

I had gotten a PCC 2 years back, from India itself (in Bangalore), just before I came to Toronto.

I now need to apply for a new PCC; I am in Toronto now, so will be using BLS. Does the fact that I already had applied for the PCC 2 years back expedite the process? I will need to travel overseas often, and am wary of not having my passport for a few weeks.
