Consider this case. I go to Canada for two years Masters program. During my masters I work offcampus (20hrs/week). After my graduation I apply for work permit for two years. By when do I become eligible for immigration under CEC during this time (i.e. after my graduation/after two years work in canada/after period more than that?) ? Do I have to spend sometime as a working person in Canada after graduation before I can apply? How long does it take for an immigration under CEC application to be approved?
To qualify to apply for PR under CEC, you must complete one full year of skilled work. Any work completed while you are studying cannot be counted towards this total.
So at a minimum, it will be three years before you can submit an application under CEC (assuming your program is two years and you obtain a full time skilled job right after graduation).
Application processing times can be found on the CIC web site:

These are very basic questions. You should begin by visiting the cic website. Then, if you're confused about something, you can ask here. Don't ask people to do your homework for you.
