To be eligible for EE, first you have to meet the minimum requirements for one of the Immigration program like FSW, FST, CEC or PNP. The minimum pass mark is still 67 for FSW.

I am very confused about it because i have seen on below link that the passing marks for immigration 460 with spouse. Also tell me that if the spouse don't give the IELTS test can i meet the passing marks in my case.

There is no such thing as pass mark in CRS score. Pass mark for entering pool is 67/100, and then once inside pool candidates are ranked among themselves based on CRS score. CIC will organize draws and will invite e.g. top 2500 candidates. There is no way to know which exact CRS score will be pass mark, but it will be published after the draw.
Regarding spouse's IELTS - it is not mandatory, but it brings additional CRS points (maximum 20pts for spouse language ability) and improves your position within the pool and chances to be invited to apply. You can check EE spreadsheet to have some insight in pool structure, but it is not reliable since only 400 entries are in there so far.
