Did she receive COPR and then let it lapse? If she was included on your PR application and undergone medical (passed) before she turned 22 then why didn’t she travel with you? Assume you are in Canada and she is outside Canada?
I don't think that is true. If she was issued a COPR/visa at the time and it was not used, that has lapsed - the constraint now is that any new application when daughter is over 22 will be refused.

I had my PR way back in 2005. I included her during my application but as non accompanying children. The reason was that, I relocated to my country for a well paid job after my University education. She was a minor then and there was nobody to take care of her. I didn't want her to become wayward in Canada as a result of lack of parental control. I thought when she is of age, I can sponsor her.
In any case, if what you guys are saying are true let us leave them there and thanks for your advise.
I will continue to explore other channels and if it falls, I will put this matter to rest.

Unfortunately you needed to sponsor her before she turned 22. At this point she will have to work towards qualifying to immigrate on her own if she wants to live in Canada.

Are you living in Canada right now? Do you meet your RO? Or did you become a citizen?
Well, I guess that doesn't matter in terms of your child's sponsorship. You can consider paying for her education so that she can try to become eligible to apply for PR herself.
