Holding Open Work Permit & Applying for Study Permit within Canada

Hi Everyone,

Following is the situation:

" A friend of mine has open work permit because of his father open work permit dependency. Now he wants to study & got letter of acceptance from college & wants to apply for study permit. I have following queries:

1. Can he hold both work permit & study permit
2. For work permit how much funds does he need to show

What type of visas does his father have. Not all visas allow children to get WPs? If he has a valid WP when does it expire? He will have to pay international fees.
