On a study permit does a high school student need a work permit to do work or volunteer work (under 20h)? - The government website only mentions post secondary.

High school students are not allowed to work. They can volunteer as long as it is in a role that would never be paid. So volunteering at a church is ok. Volunteering at a company is not.
