I lost my high school diploma and the it cannot be re-issued as it was 20 years ago. My high school can issue a verification letter proving that I studied and graduated there.
Will my application be considered incomplete and at a high risk or rejection? I have master degree from ECA report and I can obtain all work reference letters.

You do not need high school diploma. Only your bachelors and masters degree will be required.
