Help required for CSQ Vs CEC

Hi,

I have more than 2 yrs of work experience in Canada and living in Quebec with a job. Can anyone suggest whether I should apply for a PR through CSQ or CEC. I know that one has to plan to live in Canada other than Quebec to apply under CEC, but, is there a possibility that I can show the intent to move to any other province other than Quebec in my CEC application.

Will that be accepted? or should I consider any other precautions before filing the CEC application.
