I did B.Engg (Telecommunication) in 2012...CGPA 3.00 Aggregate 67% and last two years 69%

My main focus is Toronto, and I am not looking for any funding I would be fully supporting my studies. I am not sure i would stand a chance in any of the above program.
I think you stand a chance at both the universities. make sure you present your SOP and reference letters very well and of course, "Apply Early"..
University of Guelph is also good I believe, along with Lakehead University (Co-op option)....
I am also applying for Fall 2016 for MS in CS, preferably Ontario province... opted for Carleton and Ottawa Universities though, since Toronto are rather expensive...
I think Post-Graduate Course in Network Security in the University of Winnipeg,Manitoba might also be helpful for you.....its a one-year course and with this profile I am sure you will get a visa !

I would say keep the date for end week of December, hope it gives you an advantage of funding!... I think York has end date in Jan.. just verify!...
