Not really (well maybe elsewhere), your "new" rule applies only to those:
"Sponsorship application(s) received on or following March 2, 2012".
Since the OP's spouse has already met 'residency obligations', she must have gotten her original PR card prior to 2 years ago, let alone the "date" her application was submitted. The rule also specifies "new spouse or partner". Now I'm not a lawyer but "new" does not mean "existing".

I am going to get Canada PR along with my wife and 4 year old child as they are my dependants in the provincial nomination certificate.
I will be very grateful if you can pleae answer my question regarding sponsorship by spouse.
1)Assume that in the next 5 years my wife can manage to stay 730 days but neither me nor my child can do so. So when i reenter the country after 5 years my child and i are reported and lose PR. CAN THEN MY WIFE APPLY TO SPONSOR ME AND HER CHILD. Atleast, can she be successful on sponsoring her child even if she has no income but she has not depended on the state for the 5 years she has been PR. She will also show she has sufficient assets and Bank balance statement from india.
2)Assume she stays 1095 days in Canada in first 4 years and applies for citizenship in the 4th year. Thechild is technically a PR in the 4th year. Can she at the time of citizenship application also apply citizenship for child if the child is not staying in Canada as the citizenship for minor rule states:
•the person applying is the child’s parent, adoptive parent or legal guardian
•the child is a permanent resident, but does not need to have resided in Canada for three years; and
•one parent is already a Canadian citizen or is applying to become a citizen at the same time.
SO RULE CLEARLY STATES THE CHILD NEED NOT RESIDE IN CANADA BUT CAN STILL APPLY FOR CITINZENSHIP IF ONE PARENT QUALIFIES.
