If a form is not required at all, it doesn't need to be submitted. As mentioned, can just write "not applicable" in the checklist.
First line on the checklist states: "Put an X in the box corresponding to the documents you are enclosing". So if you don't enclose something, don't put an X beside it. If CIC demanded you submit every document whether required or not, they wouldn't even have given this option.
Yes, It says on the sponsor checklist. "Put an X in the box corresponding to the documents you are enclosing, if you do not enclose all the required forms and documents your entire application will be returned to you."
I decided to submit all the forms and i just wrote N/A to those forms like Statutory Declaration of Common Law Union (IMM 5409), Use of Representative (IMM 5476), Additional Dependants/Declaration (IMM 0008DEP)
Those forms are not required. As stated above several times, it's ok to not include them and put 'not applicable' or 'not required' in the checklist. Countless people have done this with no problems.
You only submit forms that are APPLICABLE TO YOU, and write N/A on the checklist for those that are not applicable. Eg if you are sponsoring your spouse and not using a consultant, there is no need to complete
Stat Dec of common-law, use of representative and additional dependants (if your dependants are less than 5 dependants as there are 5 spots on the Gen application form for dependants.
Including those firms will not pose any problem; it's just not necessary.
