My father is a permanent resident of Canad with a PR Card. He is legally stateless because he came here as a refugee. He needs to go to the US to visit some family and I am wondering if he would be eligible for entry into the USA with a B-2 non immigrant visa and of course re-entry into Canada with his PR card.

He needs to go to the US to visit some family and I am wondering if he would be eligible for entry into the USA with a B-2 non immigrant visa and of course re-entry into Canada with his PR card.
He will require a travel document from Canada if he doesn't have a national passport (not easy to get) and then he will have to apply for a US visa.
