Hi,

I have created EE profile once and received "Profile ineligible" status. Now I am creating my new EE profile and encountered "Have you applied for Express Entry before?" question. what should I reply? please help. Thank you in advance.
 
You should answer it a NO. Creating a profile or an expression of Interest and Applying to an ITA are two different things.
