Some of the immigration consultants (not saying you OP) get around this by requiring the TFW to use their services to apply for the work permit. Basically, if you don't hire that consultant to do the application for you, they won't let you apply for any job with their agency.
I've had this happen to me with agencies in Calgary.
Crazy! I take it they charge for doing the application, aye? Very sad that people take advantage of people in this manner.

Exactly. I was speaking with one woman on the phone - she had a LMO I was "perfect" for. She tells me I would need to pay them next for them preparing my work permit application.
I replied, "I did my own PR application, I think I can my own work permit application."
She hung up on me.
It's highway robbery and a way to extort people who dream of working in Canada. I am aware their services are needed in some cases, especially if the worker doesn't read English well... but really? It's just sleasy. I wish I still had her information so I could report her. I only remember her first name.
